Clarification of Driver Training School & Instructor Licensing Requirements

We have recently received inquiries regarding licensing requirements for driver training schools and instructors; especially in relation to driver training provided to non-learner licence class drivers.

The types of non-learner licence class training (including both theory and practical) include:

  • Defensive driving courses
  • Refresher courses
  • Advanced driver/rider training courses

The following information is for those who wish to provide driver education in British Columbia and is intended to help them determine whether they are required to hold a BC driver training school and/or instructor licence.

Who needs to be licensed?

Division 27 of the Motor Vehicle Act Regulations requires that any individual or private organization providing any type of driver training to the paying public must hold a valid licence. However, a person or organization that provides instruction for off-highway driving or as an employee to other employees of the same company is not required to hold a driver training school or instructor licence.
