Driver Training vehicles equipped with non-detachable dual steering wheel setups will no longer accepted for ICBC road tests

In 2007, ICBC conducted air bag deployment tests of typical dual steering installations used by driver training schools. The results of these tests suggested there was the possibility of injury to the passenger due to downward movement of the steering wheel.

In 2008, a driver examiner was injured while conducting a road test when the vehicle was struck from the rear. Despite wearing the seat/shoulder belt, the driver examiner was thrown forward from the collision impact and struck the dual steering wheel.

ICBC is committed to providing a safe work environment. After careful consideration (with feedback provided by driver training schools ) and for the safety of ICBC driver examiners, as of January 4, 2010, vehicles equipped with non-detachable dual steering wheel setups will no longer be accepted for ICBC road tests. A vehicle used for the road test with a detachable dual steering wheel must have the second steering wheel detached.

The new policy applies to ICBC road tests only and does not prevent driver training schools from using vehicles equipped with dual steering wheels while providing driver training.
