An application for a driver training school licence received by ICBC's Driver Training & Assessment Standards, must include the following information as required by the Motor Vehicle Act Regulations and ICBC policy:

The following is a list of the requirements for obtaining a Driver Training School Licence:

Instructor List (MV2412B)
  List of all Licensed Driver Training Instructors employed by the driving school.
Vehicle List (MV2415)
  List of all vehicles used for driver training
Fee Schedule (MV2414)
  Description of training offered by the driving school and the fees charged per lesson/course
Business Licence(s)
 

Copy of business licence (or receipt) for each location

If a business licence is not required for a particular location, proof of this exemption is required. Contact your nearest City Hall or Municipal Office for more information

Registration with Registrar of Companies
 

Driver Training Schools are required to be registered as a legal business entity.  Contact the Registrar of Companies at (250) 356-2893 for more information or access the following web sites to obtain more information

Registration with Private Career Training Institutions Agency (PCTIA)
 

Schools that offer career training (i.e., construction or heavy equipment courses) along with driver training, may be required to be registered with the Private Career Training Institutions Agency (PCTIA). Schools interested in providing these types of training should contact PCTIA regarding registration requirements. Personal Information Officer Requirement
 

A Driver Training School applicant must provide on its application, the name of the senior employee at the school who will be responsible for ensuring the school’s full compliance with the Personal Information Protection Act and all other applicable privacy laws.

Security Bond
 

Driving Schools are required to furnish and maintain security under the Bonding Act and Bonding Act Regulations as set out in Section 27.05 of the Motor Vehicle Act Regulations

Acceptable bonds are:

Cash Bonds
  Payable by cheque to ICBC
Insurance Bonds
  Issued by an Insurance Agent on behalf of an Insurance Company
The driver training school pays an annual premium to the insurance company
Term Deposits
  This type of security must be placed under a Safekeeping Agreement
Up to a 3 year term registered in the name of the minister
Fully Registered Bond
 

This must be a fully registered bond, unconditionally guaranteed by the government of Canada or one of the provincial governments, with a a power of attorney stamped and signature guaranteed by a bank

This can be in the form of a Guaranteed Investment Certificate (GIC), BC Savings Bond or other fully registered bond

To determine the bonding requirement for your school, refer to the Driver Training School Instructor List (MV2412B) for assistance.

During the review of the school application, Driver Trainining & Certification will check for any debts owing to the Insurance Corporation of British Columbia or the Motor Vehicle Branch.  Any outstanding debts must be paid prior to the issuance of a school licence.

If the school is applying for an ICBC-Approved Driver Education Course, the completed application course package must be submitted.

Once the application has been processed, the school licence, copy of receipt and any other applicable documentation will be sent by mail to the driver training school.
