The Commercial Vehicle Assessment Certification Program administered by the Insurance Corporation of British Columbia (ICBC) authorizes facilities to conduct an assessment of the driving skills of a driver.  This assessment is conducted specifically by an Assessment Officer employed by the facility who has been authorized by ICBC to conduct class 1, 2, 3, 4 and/or Airbrake Pre-trip assessments.  Upon successful completion of an assessment, ICBC may waive the required road and/or Airbrake Pre-trip test conducted by an ICBC driver examiner.

Under a Certification Agreement and attached Schedule(s), the requirement of practical testing (Class 1-4 road test or air brake pre-trip inspection) by a Driver Examiner is waived where a trainee completes a specified theory and practical training curriculum and successfully qualifies on a training an assessment administered by the Training Facility.

Upon completion of the course and assessment, the Assessment Facility provides the trainee with a Driver Certification  (MV2067) Form, which the trainee must present at a Point of Service in order to waive the practical test(s).

Commercial Vehicle Certification Agreements cover training and assessment by colleges, transport companies, Driver Training Schools or police/fire/municipal works departments for an on-highway air brake endorsement. Some Agreements cover training and assessment conducted by a transport company or police/fire/municipal works department to upgrade to a class 1, 2, 3 or 4 driver's licence.

Under the Certification Program, training assessments must be conducted to at least the same standards as road tests conducted by ICBC Driver Examiners. ICBC Road Test forms are thus used by Assessment Facilities to conduct their training assessments. The Certification Program does not apply to original licence applicants. The Program also does not apply to drivers who are required to complete a driver's re-examination in order to continue to hold a British Columbia Driver's Licence.
