An Assessment Officer is an individual who has been approved and authorized by the Insurance Corporation of British Columbia (ICBC) to conduct assessments of drivers or driver training instructor applicants for the purpose of obtaining a driver's licence/removal of a restriction or Driver Training Instructors Licence.

Type of Assessments Conducted Under the Certification Program

Driver Certification

Commercial Vehicle AssessmentClass 1, 2, 3 and/or 4 on-road and/or Airbrake Pre-trip assessments for those wishing to obtain a high class driver's licence and/or airbrake endorsement

Motorcycle Skills Assessment – Class 6 or 8 motorcycle skills assessment for the purpose of removing the supervision restriction from a Class 6 or 8 learners licence

Upon qualification of an assessment, the Assessment Officer will complete a Driver Certification Form (MV2067) and present it to the trainee.  The trainee presents the completed form to a Driver Licensing Office where ICBC may then waive the requirement to take the road test or a Motorcycle Skills Test conducted by an ICBC Driver Examiner.

Instructor Trainee Certification

Driver Training Instructor Trainee Assessment Class 1, 5 and 6 assessments for the purpose of obtaining a Class 1-4, 5 or 6 Driver Training Instructor's Licence

Upon successful completion of the assessment, the Assessment Officer will complete a Completion Certificate and present it to the trainee.  The trainee sends this form to Driver Training & Assessment Standards in Victoria as part of his or her application for a British Columbia Driver Training Instructor's Licence

Application process for Commercial Vehicle or Motorcycle Skills Assessment Officer Status

The first step in the application process to become a Commercial Vehicle or Motorcycle Skills Assessment Officer, is for the applicant to undergo a pre-approval process. Successful applicants must then qualify on a evaluation conducted by an ICBC Driving School Inspector for each Assessment Officer designation applied for. Upon qualification, an Assessment Officer Certificate of Qualification (AOCQ) will be issued containing the approved designations.

The following information summarizes the steps required to qualify as an Assessment Officer under the Driver Certification Program:

1. Download a PDF version of the Application for an Assessment Officer Certificate of Qualification (DTC300) or contact Driver Training & Assessment Standards (DTAS) to request that the form be mailed to you.

2. Send the completed application form along with supporting documention to DTAS where it will be reviewed to determine if you meet the pre-approval qualifications.

3. Pre-approved applicants will receive a package of resource material and a letter advising how to use the material to study and prepare for the required Assessment Officer evaluation(s) conducted by an ICBC Driving School Inspector. Fees may apply to some evaluation services provided and this information will be communicated in the pre-approval confirmation package.

Evaluations may include 2 components – a written knowledge test and a practical test

4. Upon completion of the required evaluations, an applicant will receive a written summary of their evaluation results. Successful applicants will be issued an Assessment Officer Certificate of Qualification which identifies the assessment types the Assessment Officer is qualified to conduct.

Application Process for Instructor Trainee Assessment Officer Status

Authorized Instructor Training Facilities must provide a formal letter requesting approval of an Assessment Officer.  A resume describing the experience of the Assessment Officer applicant must be attached.  The Assessment Officer requirements are defined in Schedule B - Assessment Standards of the Instructor Training Facility Certification Agreement.

ICBC Approval to Conduct Assessments

When a Driver Certification Facility or Instructor Training Facility wishes to utilize the services of an approved Assessment Officer, the facility must notify ICBC's Driver Training & Assessment Standards in writing. Once the facility receives ICBC authorization, the Assessment Officer may proceed to conduct assessments for that facility.
