  ICBC-Approved Driver Education Course
Declaration of Completion (MV2910) Form

Customer Surveys:

A Declaration of Completion form (DOC) must be completed for each student successfully completing an ICBC-Approved Driver Education Course.

These numbered forms are distributed to Driver Training Schools by ICBC's Driver Training and Assessment Standards. These forms record the successful completion of the course for the student, the school and ICBC. Schools are required to maintain a log of the disposition of these forms, including lost, stolen or destroyed forms.

This form has two purposes:

New drivers must wait a minimum of 12 months before being allowed to take their class 7 or 8 road test. A student who provides proof of successful completion of an ICBC-Approved Driver Education Course will be granted a 3 month reduction on his or her waiting period to take their class 7 or 8 road test.  In order to receive this reduction, the student must present this DOC to a Driver Licensing Office on or before the scheduled road test to have his or her Earliest Exam Date (EED) reduced

IMPORTANT NOTICE: After March 31, 2007, any new driver who starts an approved course will no longer be eligible for the three-month Learner stage time reduction.  Instead, new drivers will be eligible for a six-month reduction in the GLP Novice stage if they meet certain requirements.

The Ministry of Education may allocate 2 credits towards a student's high school graduation upon receiving proof that the student has successfully completed an ICBC-Approved Driver Education Course.  A student will be required to provide a copy of this form to their educational institution in order to apply for these credits.  The student must provide the student copy (blue copy) provided by the driving school.  In the case where this copy is either misplaced or lost, the Ministry of Education will accept a photocopy provided by the driving school under the following provisions:

must be a clear, legible photocopy
the photocopy must be re-stamped to designate it as an original
the driving school should indicate on the form that it is a 'duplicate' or 'replacement' copy and must be initialed by the school

A school who's course has been approved will be sent with their approval package an initial supply of these forms.  To obtain additional forms, complete our on-line Forms & Publication Request or contact Driver Training & Assessment Standards.
